How do we revitalise Local Government?

This week I have spoken in Parliament on the Local Government Bill. As someone who spent over 30 years as a councillor including 17 years as the Council Leader in Leicester, this is a Bill that I have a great interest in. We have Council elections in Leicester in May. Many of us are already worried about the turnout at these elections, with many being concerned that the turnout will be very low. I am very keen to hear what people think about how more people can be encouraged to vote at local elections and how to get more involved in their local communities, including standing for their local council.
Please let me know your thoughts on this. If there are any particularly innovative or exciting ideas I may take them forward into the debates on the Local Government White Paper.

The method that is used in Australia and some EU members (Austria (for presidential), Cyprus, Greece and Luxembourg) is to fine those who do not vote.
There are a few obvious problems, (1) those who work , (2) if a voter does not wish to vote for any candidate.
For (1) requirements for time off would need to be placed on all employers. This could be treated as another Bank Holiday.
For (2) provision of a non candidate option on the ballot signifying reopen nominations or none of the above. If all of the candidates are not acceptable to the electorate then there should be selection of more acceptable candidates.
I do not see this as a unnecessary compulsion upon the electorate as if an individual can truly justify not voting then they can justify paying a fine. Do we value our democracy more or less than road safety?
