Hi Mr Mosley, I noted that you asked a question in Parliament a couple of weeks ago about the money owed to the Health Service in Chester by the Health Service in Wales both being part of the National Health Service. The cross border problem has been the subject of discussions in Parliament for the past couple of years. There are approximately the same number of people who live in England having a Doctor in Wales receiving treatment from the NHS in Wales and similarly people living in Wales who have doctors in England being treated in England. The Health Service in Chester offers treatment to persons who live in England and have a doctor in England within an 18 week period. If a border person living in England has a doctor in Wales then the treatment offered by The Countess of Chester Hospital in Chester is scheduled to have his/ her treatment completed within an 18 month period and is placed on their cross border waiting list. The NHS in Wales does not have a dual waiting list and treats Patients in England who's doctor is in Wales the same as a person living in Wales and having a Welsh Doctor. The attitude of the Chairman of the Health Authority in Chester so as to avoid any delay in treatment by the Countess of Chester Hospital i.e within the 18 weeks from start to completion is for a person living on the English side of the border who presently attends a Welsh Doctor for him or her to change to a Doctor in England. When persons who live on the border in either England or Wales seek a Doctor on the NHS web site it directs them to the nearest Doctor who may be across the other side of the Border. Perhaps you may be of the opinion that it would be appropriate to resolve the anomily of Cross Border Patients as a priority and only once this has been resolved follow through your statement regard the 19 million pounds you maintain is owed by the Welsh NHS to the NHS in Chester rather than patients being of secondary consideration. I would have thought that Patient Care would have been your priority rather than monetary consideration being uppermost in your demands? Like wise I would have thought that the priortiy of the Chairman of the Health Authority in Chester would be cross border patient care which is sadly not the case.
